Will Admiralty Way ever be finished?

Since last October, construction has been a nightmare on Admiralty Way. Supposedly, it was to be finished on February 8. Today, February 12, it is even worse than ever. Closed lanes both ways that fluctuate from right to left lane, back up chaos, and confusing signs reflect the complete lack of supervision by the Los Angeles County Department of Public Works and the lack of responsibility by the contractor assigned to the job. Who at Public Works is in charge? What has caused this to take so long? It certainly isn't the weather! When will the drivers, bike riders and pedestrians be able to get back to normal movement? Can anyone at the County respond/
